Born near Kiev, Russia on September 1st, 1906.
He was brought to the United States in 1913 settling at Taunton, Massachusetts. While at school there he also spent a summer in New York studying at the Educational Alliance and upon his return to Taunton modeled a bronze memorial tablet and continued to draw and paint. His work in sculpture was furthered by instruction from Henry Hudson Kitson in Boston during weekends and vacations. In 1922 Horn entered the evening classes at the Beaux-Arts Institute of Design, New York, working for decorators and art dealers during the day. When he was awarded a Tiffany Foundation Fellowship in 1925, he devoted the time to making studies of plants in drawing and sculpture. His chief interest has been architectural sculpture, and his work became increasingly in demand for schools and other public buildings.
